At a community in Douglasville, residents say their homeowners’ association likes to hand out monetary fines like Halloween candy.
“I was told at one time there was a three-wheeler on my property. I don’t own a three-wheeler,” said Helen Shelley, who lives here and describes a Kafkaesque relationship with an HOA that she says is mostly invisible.
“Every time I settle with them, I get a new fine,” Shelley said. “I ask to get on the board, and I get a new fine.”…
