The City of Raleigh has earned North Carolina’s spotlight in the national “50 States, 50 Breakthroughs” showcase with its revamped strategic planning process, which has been restructured to become more human-centric and data-oriented, a shift that seems to be setting a new standard for public service projects. As reported by the City of Raleigh, this reformation, which was formally adopted in June of 2025, has honed in on narrowing objectives, stretching from a cumbersome 25 to a more manageable 10, and reducing initiatives from a sprawling 95 to a focused 35, sharpening the vision on creating measurable change for residents following a comprehensive six-month evaluation involving over 250 staff members and subject matter experts.

The ambitious overhaul, according to the City of Raleigh’s news release, came on the heels of their realization that the former approach was more about generating reports than results, leading to an evaluation that laid bare issues such as vague responsibility assignments, jargon-filled language that distanced it from transparency, and frail structures for feedback that impeded the city’s growth and responsiveness.
