THORNTON, Colo. — A now-disbanded surveillance unit of the Thornton Police Department violated numerous department policies the night team members shot and killed two people in Lakewood in 2024, according to documents reviewed by 9NEWS Investigates.
“The IMPACT unit did not follow the training that they received reference ‘rolling surveillance’ and adopted their own way of conducting surveillance,” read a Thornton Police Department internal affairs (IA) investigation report.
The report also suggests leadership within Thornton Police Department was aware the team’s habit of violating policy “because the direction [the IMPACT team members] were given was to get results.”…
