(COLORADO SPRINGS) — The 4th Judicial District Attorney’s Office (DA’s Office) said it has completed its review of the officer-involved shooting that happened at an apartment complex on June 23, 2025, and ruled the shooting justified.
According to the DA’s Office, on June 23, at around 1 a.m., Colorado Springs Police Department (CSPD) officers were dispatched to the Antero Apartment Complex near South Academy Boulevard and East Fountain Boulevard, about a report of a man firing a gun from an apartment balcony. The reporting party told CSPD the man had previously fired a gun at their family members, more than once.

Officer Ryan Clare arrived at the scene at 1:11 a.m. and started looking for the suspect or reporting party. Soon after, Officer Haowei Pan arrived. The two officers spoke with people, one of whom reported that she heard multiple gunshots but did not see anyone with a gun. The officers also did not see anyone else in the area.
Before police could contact the caller, the suspect, identified as Jesus Ramirez Jr., walked toward an open space between the apartment buildings and allegedly called out, “I’m the one you’re looking for.”
The DA’s Office said that because police were responding to a shots-fired call with a suspect who allegedly had fired a weapon at people, Officer Clare had already drawn his duty weapon, with a flashlight in his other hand.
