HOUSTON, Texas — Two women were arrested for organized retail theft after allegedly stealing merchandise from a Target store, according to Constable Mark Herman’s Office.
On February 18, 2026, deputies responded to the Target located at 19511 North Freeway regarding a theft incident. The investigation revealed that the suspects, Chelsea LaFleur and Johnae Limbrick, stole approximately $552 worth of merchandise and exited the store without paying. Constable deputies quickly located the suspects, and during the encounter, Johnae Limbrick attempted to hide her purse containing the stolen items in the parking lot.
“Johnae Limbrick and Chelsea LaFleur were arrested and booked into the Harris County Jail, charged with Organized Retail Theft,” stated Constable Mark Herman. Chelsea LaFleur’s bond was set at $100.00 out of County Court 2.
