‘Cop Watcher’ wins court battle over accusations of interfering with police by filming arrest

SALT LAKE CITY (ABC4) — A court case accusing a man of interfering with an officer by filming the arrest of a homeless woman has been dismissed.

In early-June of 2025, Matthew Monahan, 32, recorded police during an arrest in downtown Salt Lake City. Officers alleged he was told to back up to a nearby pole, several feet away. When he declined, officers placed him under arrest.

After declining a plea deal, Monahan engaged in an eight-month long court battle which ended Thursday when a judge dismissed the case with prejudice, meaning prosecutors cannot refile…
