Resignations, vacancies again cripple Albany police review panel

ALBANY — The city’s Community Police Review Board is again unable to function amid vacancies, absences and the second resignation of a member in a month.

The Feb. 12 meeting of the board, which investigates claims of misconduct against the police department, was canceled because it could not raise a quorum to conduct business. Presiding member Paul Collins-Hackett was unable to attend the meeting due to a personal matter, he said Wednesday. His absence, the Feb. 2 resignation of board member Michael Logan, two mayor-appointed seats that have been vacant for months, and Julia Morris’ status as a nonvoting member left only four people on the nine-member body eligible to vote.

The board suffered an additional blow the next day when new member Joshua Singletary submitted his letter of resignation, citing “multiple factors” and “general frustrations” with the board, Collins-Hackett said…
