Atlanta City Council seeks answers after consultant paid $910K despite legal block on project

ATLANTA, Ga. (Atlanta News First) — The City of Atlanta paid a consultant nearly $1 million over a two-year stretch, with very little work to show for it.

For 26 months, the city paid consultant Foris Webb III a flat rate of $35,000 per month to oversee work that could not legally proceed, raising serious questions about government oversight and accountability.

The contract, signed Aug. 28, 2023, by then-City Attorney Nina R. Hickson, contained no end date and no mechanism to stop payments even after the underlying project stalled. Webb ultimately received 26 monthly payments totaling $910,000 from August 2023 through November 2025…
