City Council clears way for HART to explore expanded route

With the Honolulu City Council’s passage of Bill 60 (2025) and Honolulu Mayor Rick Blangiardi’s anticipated enactment of the measure, the Honolulu Authority for Rapid Transportation is on track to explore the expansion of the Skyline system beyond its currently authorized limits.

The council passed the bill on an 8-1 vote at its regularly scheduled meeting on Wednesday.

Currently, HART is only authorized to develop the minimum operable segment of the rail system — from East Kapolei to the Civic Center in Downtown Honolulu — originally approved by the council. Under Bill 60, HART would be authorized to conduct planning, design and construction work to expand the system, including potential extensions westward to Ka Makana Alii and eastward to the University of Hawaii at Manoa…
