90 Days for H.B.D.! There were numerous cases of driving under the influence of alcohol in Santa Barbara even during the Prohibition years, but the D.U.I. term did not exist yet. Here in Santa Barbara, motorists arrested for reckless driving who had liquor on their breath could be arrested and sentenced to 90 days for H.B.D. – police shorthand for “Has Been Drinking.”

The captain of the Santa Barbara traffic squad explained, “If the arresting officer gives sufficient evidence that the reckless driver had been drinking, the 90-day sentence comes automatically.”…
