DECATUR, Ala. — The City of Decatur is addressing concerns from residents about people asking for donations at busy intersections. Some have reported individuals standing in medians, approaching cars, or stepping into traffic, creating potential safety hazards.
City officials say asking for donations in public isn’t automatically illegal under Alabama law. However, unsafe or aggressive behavior can be considered disorderly conduct.
“Our focus is safety,” said Mayor Kent Lawrence. “We respect individuals’ rights under the law, but when conduct creates a traffic hazard or places drivers and pedestrians at risk, officers can take appropriate action.”…
