A former Marion County inmate with some of the highest civil restitution liens that officials had ever seen was granted permission to pay off the $6,250 in fees by volunteering for over 300 hours at the same faith-based recovery shelter that helped turn his life around.
The Marion County Board of County Commissioners approved the request on Jan. 6 from Herbert Lacy Richardson, who was seeking relief from civil restitution liens totaling approximately $16,413.24.
Richardson, who was incarcerated in the Marion County Jail on at least 11 separate occasions between 2011 and 2023, asked the board to satisfy his debt through his current volunteer leadership position at Logos Lodge rather than a cash settlement.
