Windsor Police Department Announces Blue Envelope Program

WINDSOR, Colo. (February 25, 2026) — The Windsor Police Department is excited to introduce the Blue Envelope Program, a new resource designed to help us better serve and communicate with our community.

The Blue Envelope Program supports individuals who have disabilities or conditions that may impact communication during a traffic stop or other interaction with law enforcement. Participants can place important documents such as a copy of their driver’s license, vehicle registration, and proof of insurance inside the blue envelope and present it to an officer.
