City of Dayton advances proposal to buy East First Street property for employee health clinic

Dayton, Ohio – The Dayton City Commission has taken a significant step toward securing a permanent home for the City’s Off-Site Employee Clinic, approving the first reading of an ordinance to purchase the property at 700 East First Street in Dayton, Ohio. The measure will return for a second reading and final vote on Wednesday, March 4, during the Commission’s regular meeting. If adopted, the ordinance will take effect immediately, allowing the City to finalize the acquisition and move forward with long-term plans for the clinic.

A Long-Term Home for a Cost-Saving Clinic

Since opening in 2016, the Off-Site Employee Clinic has provided reduced-cost and free medical services to municipal workers. Services include occupational health care, X-rays, pre-employment exams, and physicals for fire department personnel. The clinic currently operates out of leased space at the Wright Health Medical Building, a location that has cost the City more than $1 million in rent payments over the years.

City leaders say purchasing a permanent facility would eliminate ongoing lease expenses while creating a stable base for future expansion. If approved, the City will acquire the property from Dayton Children’s Hospital for $2,050,000. The purchase will be funded through reserves in the City’s Claims Administration Fund.

Strong Financial Performance and Savings

Beyond saving rent costs, the clinic has delivered measurable financial benefits. From 2016 through 2024, total operating costs exceeded $9.7 million. During that same period, estimated savings and avoided healthcare costs topped $36.4 million. Those figures translate into net savings of roughly $27 million, demonstrating the clinic’s value not only in providing care but also in lowering overall healthcare expenses for the City.

Officials note that these savings stem from preventive care, faster treatment, and reduced reliance on more expensive outside medical services.

Expanded Services Planned

If the purchase is completed, the new facility will support expanded services designed to better serve employees. Planned additions include physical therapy, behavioral health services, and possible pharmacy operations.
