Amid snow and ice, two large cranes are visible in St. Paul’s Midway as Dr. Bill McGuire’s long-planned development takes shape.
McGuire, who owns the Minnesota United FC professional soccer team, has wanted to increase economic activity in the neighborhood that’s adjacent to Allianz Field, which he built near I-94 with private funds.
