More than 100 HISD school buildings may need to be replaced due to poor conditions, projections show

More than 100 Houston ISD schools may need to be replaced due to poor facility conditions, according to facility projections for the 2025-26 school year, highlighting the scale of the district’s aging infrastructure as officials proceed with a controversial plan to close 12 schools.

For every campus, HISD calculates a yearly Facility Condition Index, or the total cost of repairs divided by the cost of replacing the campus. The district uses that number — which is calculated as a percentage — to evaluate the need for repairs, maintenance or replacement of facilities at each building.

HISD said an FCI of zero to 5% indicates a building is in excellent condition, 5% to 10% is considered good, 10% to 30% is fair and anything above 30% signals the need for attention. An FCI above 60% suggests a building needs to be replaced, according to the district…
