The two owners of Hertel & Brown Physical & Aquatic Therapy have been sentenced to six years in federal prison and fined the maximum of $250,000 each for engineering a multimillion-dollar health care fraud scheme in which the well-known Erie-based clinic overbilled Medicare, Medicaid and private insurers for 14 years.
