Planning staff urges holdover as zoning switch and Fairhope annexation bid raise red flags

MOBILE, Ala. (NBC 15) — More than 400 new homes could soon be coming to Fairhope, but city planners say they still have questions about the proposal. Developers of Colony Village want to build approximately 413 homes on 148 acres located on State Highway 104 near State Highway 181 in Baldwin County. Fairhope Planning Commission records show property owner FST and Bertolla Properties, LLC want to change the zoning from rural agricultural or RA in the county to a planned unit development or PUD and be annexed into Fairhope. According to the Fairhope Planning Commission staff report, the recommendation to commissioners is to hold over the proposal.

Staff noted several concerns with the development. As proposed, driveways and garages will be accessed in the back of the property via an alleyway for approximately 317 homes. The rear setbacks included in the plan are 6-10 feet, but staff notes they would typically be 20-24 feet. Staff also noted that greenspace and amenities would be built later. The Colony Park described as the “epicenter of activity in the neighborhood” would not be built until phase 3. Staff also pointed out 107 lots would not face a street…
