SUMNER, Wash. — A man who is serving life in prison without the possibility of parole is seeking a new sentence for a murder he helped orchestrate in Sumner in 1994.
Randy Philip Capps, 52, appeared in Pierce County Superior Court on Friday to make his case to Judge Philip E. Thornton as to why his sentence should be reduced.
“I was acting stupid, I was young, immature, I was under the influence of other people obviously,” Capps said in court. “It was a horrible thing that happened that night; it shouldn’t have happened, it’s not an excuse for any of it. Not an excuse, it’s just plain stupidness.”…
