NORTH CHARLESTON, S.C. — Authorities on Tuesday announced that a North Charleston couple has been arrested following an investigation into the death of a vulnerable adult and the treatment of residents at a community residential care facility.
According to the Attorney General’s Office, Cynthia Kelly, 58, and Reginald V. Kelly, 60, were arrested after a joint investigation by the office’s Vulnerable Adults and Medicaid Provider Fraud unit (VAMPF) and the North Charleston Police Department, in collaboration with the Charleston County Coroner’s Office.
