Remembering Master Trooper James Bailey three years after his death

GARRETT, Ind. (WPTA) – Every morning, on his way to his office, Indiana State Police Sergeant Wes Rowlader passes a special picture: Master Trooper James Bailey, his friend and colleague.

“He just had a non-quit personality, and it was, you know, he wanted to do this job for the right reasons, and he wanted to make an impact on his community,” Rowlader said.
