ROCHESTER, N.Y. — New requirements for SNAP benefits have led to an increase in people seeking help from RochesterWorks, said David Seeley, executive director of the organization. The changes require applicants to meet a specific number of work or volunteer hours to qualify for benefits.
“It’s not always that simple, right? We know people need basic skills training,” said Seeley. “They have other barriers to employment like transportation, child care, sometimes mental health issues. If it was as simple as just going to work, most people would probably do that.”
