PORTLAND, Ore. (KOIN) — A Salem man has been charged in connection with a street racing crash that injured a deaf woman last year.
David Rangel Barrera, 27, was indicted Monday by a Marion County Grand Jury on charges of second-degree assault, reckless driving and failure to perform the duties of a driver. The charges stem from a collision that occurred on April 10, 2025.

Barrera was allegedly street racing and driving at a high speed when he collided with a 66-year-old woman who was making a left turn, according to a press release from the Salem Police Department.
The woman suffered significant injuries to both her wrists, which continue to impact her quality of life. Because she is deaf, her ability to communicate was also impacted.
