A Slate Belt man is facing felony charges after allegedly choking his partner while driving with two children present during a dispute.
Kyle Eugene Pengilly-Rarick, 28, of the 200 block of Emerson Road in Wind Gap, is charged with one count of felony strangulation; two counts felony endangering the welfare of children; misdemeanor simple assault; and summary harassment.
