PORTSMOUTH, Va. — Two people have been arrested after a fatal Portsmouth car crash in January.
Portsmouth police said on January 12, they were called to the 1100 block of Virginia Avenue, near High Street, after receiving calls about a pedestrian being pinned under a vehicle.
