Richmond zoning overhaul faces community resistance at public meeting

RICHMOND, Va. (WWBT) – Residents packed the cafeteria at Holton Elementary School Thursday to voice concerns about the city’s ongoing overhaul of its zoning ordinance during a community-led meeting.

The city’s plan, called Code Refresh, would update Richmond’s zoning ordinance for the first time since the 1970s. A key component of the proposal is allowing for greater density as a means of creating more affordable housing.
