Man accused of duping Palm Beach boaters in illegal multi-year mooring scheme

PALM BEACH, Fla. (CBS12) — A 64-year-old man is accused of running a years long scheme charging Palm Beach boaters hundreds for illegal moorings in the Intracoastal Waterway.

Officers with the Palm Beach Police Department say they began an investigation at the end of January into reports of boaters securing their vessels to unauthorized mooring balls in the Intracoastal Waterway in Palm Beach.

According to police, many boaters alleged that they were unaware they their actions were illegal, and they believed they were legally renting moorings from Zachary Staggs of Palm Beach Gardens.

The department announced they’d be cracking down on illegal moorings earlier this year, enforcing a law passed in November that limits how long boats can stay anchored, according to previous reports…
