Madison BOS PH – C-PACE Ordinance

Notice of Public Hearing

The Madison County Board of Supervisors will hold a public hearing on Tuesday, March 24, 2026, at 6:00 p.m., or as soon thereafter as permitted under the adopted agenda, in the Auditorium of the Madison County Administration Center, 414 North Main Street, Madison, Virginia 22727. The Board is seeking citizen input on the draft Commercial Property Assessed Clean Energy (C-PACE) Ordinance. The Virginia C-PACE Program is offered through Virginia Energy and administered by the Virginia PACE Authority (VPA). The VA C-PACE Program provides financing options for commercial property owners in using C-PACE to improve their buildings and/or real property, particularly in regard to clean energy, efficiency, and resiliency upgrades. The VA C-PACE Program is a public private partnership between local governments, private property owners and private capital providers. The ordinance, authorized by Virginia Code § 15.2-958.3, allows Madison County to opt into the program. The draft ordinance includes, among other things, the kinds of eligible improvements that qualify for the loans; the arrangement of the program, including apportioning the costs among the parties; program fees; and enforcement. Citizens wishing to submit written comments may submit comments by 4:30 p.m. on March 19, 2026, to be included in the board meeting packet. Written comments may be emailed to: [email protected].
