PORTSMOUTH, Va. (WAVY) — Portsmouth City Hall closed early Monday afternoon and will remain closed Tuesday due to HVAC issues, the city has announced.
It said HVAC issues caused City Hall offices to close at 2:30 p.m. Monday.
