City Man Arrested Twice Following Separate Vehicle Pursuits

A Dunkirk man is facing several charges after he was involved in two separate vehicle pursuits in the north county less than two hours apart on Tuesday.

The first pursuit began shortly after 12:45 AM in the Town of Hanover, when Chautauqua County Sheriff’s deputies stopped 44-year-old David Topliffe for an inspection violation. Deputies say Topliffe was located in the City of Dunkirk after an investigation into the incident and a short pursuit. He was arrested and charged with 3rd-degree aggravated unlicensed operation, 2nd-degree obstruction, resisting arrest, 3rd-degree unlawfully fleeing a police officer, and numerous traffic citations.
