Maryland man charged with home-improvement fraud in Pike Creek

A Maryland man is behind bars, accused of home-improvement fraud in Pike Creek.

New Castle County Police Department detectives and Cecil County Sheriff’s Office deputies arrested the suspect — Richard Kirchner, 58 — on Monday at a residence in the 800 block of Elk Mills Road, northeast of Elkton, Md., police reported.

Kirchner is awaiting extradition back to Delaware, where he is facing two counts each of felony home improvement fraud and misdemeanor criminal impersonation, police reported…
