Amarillo council OKs Certificates of Obligation plan for streets

The Amarillo City Council voted to issue Certificates of Obligation to fund streets construction and improvements within the city and at the Colonies Public Improvement District (PID) Park during their regular meeting, Tuesday evening, March 10.

This is part of a strategic plan put in place in 2023 by the former council for street maintenance. The directive was to issue bonds every year for 10 years to put in money in funds for streets, according to Donny Hooper, Amarillo Assistant City Manager.

“We started street assessments in November,” he said, “so projects would be ready to go earlier in the year.” Hooper explained that what they’re seeing in design now would be going into production next year. “If you don’t get bids out early, before spring, most of the contractors who do streets are already tied up in contracts.”…
