Winkelman holds a bachelor’s degree from the University of Oregon and earned a JD from the University of New Mexico. He joined Yukon-Kuskokwim Health Corporation in 2001 and served as general counsel before becoming CEO in 2014. Winkelman is credited with long-term infrastructure projects under his stint in leadership, including the construction of new facilities and clinics across the region.
