SHIVELY, Ky. — No mail for months, all because of missing locks. After a new mailbox went in at a Shively apartment complex, deliveries stopped.
Jeffrey Clark is not the mailman for By the Park apartments in Shively, but he knows how the mailboxes work. A lever inside an empty hole, missing its lock, opens about two dozen slots at once. Letter carriers pass over the cluster of boxes.
