NORFOLK, Va. (WAVY) — The sun was shining on the streets of Ocean View as Granby transformed into a vibrant sea of green Saturday morning for the 59th Annual Saint Patrick’s Day Parade.
A cherished Norfolk tradition, this year’s event drew thousands of spectators to the 1.5-mile route. Leading the way was Grand Marshal Charles “Chuck” McPhillips, a local lawyer and community leader who helped kick off the festivities at 10 a.m.
