Last month, two deaths caught the city’s attention.
First was Tyrah Adams, the 35-year-old woman who died after city sanitation workers picked her up using the hydraulic claw of a garbage truck as they cleaned an alley, where she was lying among debris. Two weeks later, Juan Miguel Munoz Penalver, a 21-year-old man, died while in custody at the Louisville Metro jail.
