Victims, families give statements ahead of parole hearing for man convicted of murdering Spokane teen, abducting 8-year-old girls in separate case

SPOKANE, Wash. — A man convicted of murdering a 15-year-old girl and abducting two eight-year-olds in a separate case has an upcoming parole hearing. Ahead of that, the families and survivors impacted by his crimes had an opportunity to address members of the Indeterminate Sentence Review Board (ISRB) on Tuesday during their impact meeting.

Arbie Williams kidnapped the two young girls from outside their Spokane Valley elementary school in 1983. One escaped. The other described for the ISRB how Williams repeatedly raped her and then strangled her. She was eventually able to find help. When Williams returned to the area, he was quickly arrested.
