Two organizations have put forward very different plans for what services they would provide if awarded the contract city officials have described as Eugene’s replacement for the CAHOOTS community response program.
In late January, Eugene invited organizations to bid for a contract to provide “Peer Navigation Alternative Response.” When announcing the request for proposals, officials described the opportunity as the city’s replacement for CAHOOTS after the program unwound and ceased operation in April.
