JANESVILLE, Wis. (WMTV) – A Janesville city council member is raising concerns about a potential conflict of interest tied to a key figure helping guide redevelopment of the former General Motors site — but county leaders say they do not see an issue.
The concerns center on the GM-JATCO Redevelopment Advisory Board, which was created to help shape the future of the roughly 250-acre former GM property on the city’s south side — land that has been the focus of ongoing discussions, including potential data center development.
Council member Heather Miller said those concerns grew after she reviewed an email from April 2025 involving Rock County Economic Development Manager James Otterstein — months before the advisory board was formed.
