Residential care facility operators face additional charges in vulnerable adult deaths

CHARLESTON, S.C. (WCSC) — South Carolina Attorney General Alan Wilson said his office has served additional arrest warrants for a couple already charged in an investigation involving alleged neglect at a residential care facility.

Cynthia Kelly faces additional charges of one count of abuse or neglect of a vulnerable adult resulting in death and one count of abuse or neglect of a vulnerable adult resulting in great bodily injury. Reginald Kelly faces the additional charge of one count of abuse or neglect of a vulnerable adult resulting in death.

Wilson said investigators with the Attorney General’s Vulnerable Adults and Medicaid Provider Fraud unit identified an additional victim whose death occurred while under the Kellys’ care at Park Circle Home Community Residential Care Facility. The new warrants follow the unit’s initial arrest warrants served on March 3.

Both are also accused of neglect, leading to the homicide of Thaddeus Moose, 64, of Charleston, who died on April 14, 2025. Moose died at the Ralph H. Johnson Veterans Hospital, four days after he was brought from the facility in North Charleston, according to Coroner Bobbi Jo O’Neal…
