More than 60 people crammed West Mifflin Council chambers Tuesday, just two days after a march to protest the death of a Mon Valley teenager turned chaotic.
Many of the speakers accused West Mifflin police of over-reacting when they halted Sunday’s walk from Duquesne into West Mifflin, which was organized to draw attention to the Dec. 27 death of Terrel “TJ” Byars Jr., 13, who died after being struck by a car near the Speedway convenience store on Route 837…
