Officers on a walking beat in east San Jose made an arrest after contacting a driver for a vehicle code violation. During the stop, they found a methamphetamine pipe and learned the driver was a convicted felon.
A search of the suspect and vehicle uncovered several small bags of suspected methamphetamine, a spray can designed for tear gas, and hats with cartel insignia.
