TOLEDO, Ohio — The Toledo Police Department promoted six officers on Wednesday, but the ceremony was overshadowed by criticism from within the ranks over the advancement of Lt. Kevin Nabors, who had previously been disciplined for inappropriate conduct.
Nabors, formerly a sergeant, was elevated to lieutenant during what department leaders described as a celebratory event recognizing “the best of the best.” The promotion allows him to take on a command role within the department.
