Mayor Carney proposes 5.4% operating budget increase in Wilmington, emphasis on housing spending

Wilmington residents would face a 9.95% increase in the water, sewer, and stormwater bills, but no property tax increase, under a $212 million proposed budget introduced by Mayor John Carney on Thursday night.

Speaking at Old Town Hall as part of Wilmington’s celebration of the 250th Anniversary of the signing of the Declaration of Independence, Carney spent a good chunk of his 23-minute speech on Wilmington’s unhoused population.

He said the city is working with the Wilmington Housing Authority and the Ministry of Caring to open another dining hall, and the Parks Department will soon be installing mobile showers at Christina Park, where bathrooms were placed last year…
