Columbia woman arrested for kidnapping, fraud after impersonating RCSD worker

COLUMBIA, S.C. (WIS) – The Richland County Sheriff’s Department (RCSD) announced the arrest of a woman involved in a fraud scheme that involved three different identity changes.

According to RCSD, the victim was an 87-year-old woman who was shopping with her daughter at the time of the first meeting in late February. Sheriff Leon Lott said the suspect, Dorothy Watkins(41), was a clerk who was working there under a false identity…
