Township adds data center regulations to zoning

Carroll Twp. supervisors on March 10 advanced a proposed zoning amendment aimed at defining and regulating data center development.

Township representatives said municipalities are required under the Pennsylvania Municipalities Planning Code to provide for legal land uses somewhere within their borders and cannot simply prohibit a use outright without risking an exclusionary zoning challenge.

The draft amendment reviewed by supervisors would define data centers, allow them as a conditional use in the township’s industrial district and shift electric power generation facilities from special exception review to conditional use review so related proposals could be considered together…
