Cuyahoga County sales tax betrayal: Is Ronayne risking courthouse work by raiding the piggy bank?

Cuyahoga County taxpayers were given a guarantee: a quarter-cent sales tax, raised without a public vote in spite a campaign promise to put it on the ballot, would be dedicated solely to building a new jail and renovating the courthouse.
