CHESAPEAKE, Va. (WAVY) — Friday morning, firefighters from Firehouse 3 joined Deputy Chief Thibeault and Ms. Patrice Welch of Oman Funeral Home at the Public Safety Operations Center to place a wreath in honor of Frank Young and Johnny Hudgins.
