Spanberger calls April 23 special session to finalize state budget

Gov. Abigail Spanberger has called a special session for April 23 so Virginia lawmakers can vote on the state budget, as negotiators try to settle differences on a tax break for data centers and reach a final deal.

Spanberger is calling legislators back to Richmond to finish the state’s 2026–2028 biennial budget and to vote to confirm her appointments, which include new members of the boards of visitors at Virginia Commonwealth University and other schools.

Budget negotiators didn’t come to an agreement on a spending plan by the end of the 2026 legislative session on March 14, but they voiced optimism about reaching a compromise before the start of the next fiscal year on July 1…
