SHOPPERS are finding a way around a state’s bag ban, but plenty of customers are still being hit with surprise charges at checkout.
The split means some people can still leave stores with plastic bags, while others are being told to pay for paper instead.
The loophole is in San Francisco, California, where cities with plastic bag rules passed before 2014 can keep using them, even after the state’s tougher ban took effect on January 1.
That carveout has left a patchwork system for shoppers…
